What Counts as Homemade
A trailer assembled by an individual from raw materials or parts without a manufacturer’s certificate may be treated as homemade or assembled from parts. Rebuilding a titled manufactured trailer does not automatically erase its prior identity, title or lien.
Why Net Weight Matters
Florida title law generally excludes trailers and semitrailers under 2,000 pounds net weight from Chapter 319 title requirements, while registration is still required for road use. Trailers at or above 2,000 pounds generally enter the title process. Use an accepted scale ticket rather than payload capacity or axle rating.
Prove Ownership of Parts
Keep dated receipts showing seller, item, price and identifying numbers. For used frames or axles, keep a bill of sale and any prior title/registration. Missing receipts can trigger a title-determination review and theft concerns.
Identification and Inspection
Do not copy another trailer’s VIN or buy a generic data plate. The office or designated authority will determine whether a state-assigned identification number, inspection or form HSMV 82042/assembled-from-parts procedure applies.

Road-Use Safety Is Separate
Registration does not certify safe construction. Confirm lights, reflectors, brakes where required, tires, safety chains, coupler, load rating and plate visibility. A homemade trailer can still be cited or placed out of service for unsafe equipment.
