Florida’s Fleet Registration Program allows qualifying owners to manage multiple vehicles under fleet procedures. Eligibility, vehicle count, ownership consistency and filing requirements are controlled by FLHSMV procedure. Fleet status does not replace title, insurance, weight, commercial or IRP obligations for each vehicle.
Who May Qualify
The program is intended for organizations maintaining a qualifying group of vehicles under a common ownership or registration structure. Confirm the current minimum vehicle count, eligible vehicle classes and application method in FLHSMV Procedure RS-55 before designing an internal process.

Adding, Replacing and Removing Vehicles
Do not reuse a fleet plate informally. A new vehicle, replacement unit, ownership change or disposal must be processed through the applicable title and registration transaction. Remove plates before sale, document transfers and reconcile the state list with the physical fleet.
Renewal and Decal Distribution
- Export the current state and internal fleet lists.
- Resolve VIN, owner, insurance and weight discrepancies.
- Identify sold or inactive vehicles.
- Complete renewal through the authorized channel.
- Log each decal before distribution.
- Verify installation and destroy superseded material securely.
Commercial, IRP and Heavy-Truck Overlap
A fleet program does not replace International Registration Plan credentials for interstate apportioned vehicles, Heavy Vehicle Use Tax evidence, IFTA, carrier safety registration or commercial insurance. Classify each unit by actual use and travel.
Audit and Fraud Controls
- Limit access to plates, decals and owner credentials
- Use two-person reconciliation for bulk shipments
- Report lost or stolen plates immediately
- Keep title, disposal and transfer records
- Audit duplicate unit numbers and unexplained plate movement
